Community Action for Energy (CAfE)

Community Energy Programme
The community energy programme offers funding, information and support to Local Authorities, Registered Landlords, Universities, Hospitals and other public service organisations for the refurbishment of existing and installation of new community heating schemes.
It is a £50 million fund established to assist the development of community and district heating investments. It allows both fossil fuels and biomass investments. Grants are available for feasibility studies and subsequent capital grants when investments are due to take place.

EST Innovation Programme
The Energy Savings Trust (EST) Innovation Programme is focused on residential energy efficiency and renewable energy projects, at least 70% of the carbon savings in any project must come from the residential sector. Grants are available for feasibility and subsequent capital grants for implementation. Support is available up to £10k for a feasibility study and up to £90k for implementation funding.

Low Carbon Building Programme
This funding stream is now fully operational for domestic and community customers. The Low Carbon Buildings Programme from the DTi is the replacement for the Clear Skies scheme, which ended with the financial year end 2006. This new stream provides grants to domestic householders and communities for renewable energy projects.
There are specific funding streams for individual property owners, with a pot of money that will be allocated on a first come first served basis, through a continual programme until a replenished pot of money (£6.5m) runs out. The grant levels vary between technologies and is subject to regular review. For example, Solar Hot Water systems can receive up to £400 regardless of size of the system, whereas Wind Turbines can get up to £1000 per kW of their installed capacity, up to a maximum of £5000, and no more than 30% of the overall cost.
To qualify you will only need to have installed a reasonable level of energy efficiency measures. These are:
270 mm of loft insulation
Cavity wall insulation (where appropriate)

Have basic thermostat and programme controls for your heating systems

Installed low-energy light bulbs (wherever appropriate)

Stream two of DTI low carbon buildings grant 
Public sector, not for profit and commercial organisations can now register their interest in applying for up to £1m towards the cost of microgeneration technologies. Under stream two of the DTI low carbon buildings programme, local councils, housing providers and community groups can apply for 40-50% of the cost of renewable energy technology, including biomass, solar hot water, wind, solar electricity, heat pumps, hydro and micro CHP. Bio-Energy Capital Grants
This is focused on developing clusters of biomass powered heating systems in a regional context. It allows up to 25% capital grants for certified biomass heating systems. For the south west region, Wood Energy Ltd have won a bid for £500,000 of such grants for suitable projects.

Renewable Obligation Certificates
Renewable generators producing above 1MWh of electricity can claim a Renewable Obligation Certificate (ROC) which can be traded between companies. It is administered by OFGEM the energy regulator.

LEADER+
LEADER+ is a European Community Initiative for assisting rural communities in improving the quality of life and economic prosperity in their local area. LEADER+ is the third LEADER Programme, and is preceded by LEADER I and II.
The LEADER+ programme runs from 2000 to 2006, and its aim is to encourage and support rural actors to think about the longer term potential of their area. It seeks to encourage the implementation of integrated, high-quality, original strategies for sustainable development designed to encourage experimenting with new ways of:

  • Enhancing the natural and cultural heritage
  • Reinforcing the economic environment, in order to contribute to job creation
  • Improving the organisation abilities of their community

Devon Renaissance
Devon Renaissance is a not for profit, public, private and voluntary sector partnership which has been set up to deliver funding in support of the following aims:

  • To help small businesses in rural Devon through improving skills and developing new products and markets.  
  • Develop the employment infrastructure to faciliate the growth of the local economy. Example - The Redundant Building Grants Programme
  • To assist organisations to innovate thus creating more jobs. 
  • To improve access to services to people living in the rural areas of Devon.  examples include projects seeking to imrpove the health of the population through fitness or healthy eating, improving community facilities through our Community Boost fund (soon to be launched) or improving access to local government or educational services.

Sustainable Development Fund
It enables National Park Authorities & Areas of Natural Beauty to fund projects in the community aimed at developing and testing new ways of achieving more sustainable living in the countryside. The SDF is an innovative fund helping individuals, community groups, and businesses in England's National Parks and AONB's.It aims to foster the principles of sustainability and supports a huge variety of projects, from wildlife to recreation and activity centres; from green transport to educational facilities; from developing alternative energy sources to sourcing produce locally; and from training in traditional countryside skills to developing ecological and affordable housing. Over three hundred such projects have been helped to date.
